Cat started urinating on the area rugs!!?

I have 2 cats and just recently the male started urinating on the area rugs. The girl threw up on the one rug, then he urinated on it the same day. I threw that rug away, and bought a new one as well as a new one for in the kitchen. He urinated on both new rugs!! I did have a non skid mat under the one, and the other one had one built in. I read that this could have something to do with it. Have you heard anything about that being a possibility??? He is 3 about 3 years old now. And the litter box has new litter in it (it is clean) Any idea as to what can be causing this and is there anything i can do to stop him??
