What are they doing on Law and Order CI?

What are they trying to do with Det. Goran? He was standing in the middle of the city looking lost! They can't mess him up, he is brilliant! Although finding out your dad is a serial killer, would mess up even the most stable person (which he truly wasn't to begin with!)
