What is the name of this movie?

I watched this film in the early 1990's. It featured an entire cast of children acting as grown ups. They drove cars, had jobs and they dressed like it was the 1920's. The theme was some sort of mobster, under ground crime thing like tracy, but without all the color! lol! Please help me out!
